Who provides OpenQR

OpenQR is an open-source QR code generator run as a sole trader in the United Kingdom, hosted at openqr.uk. These terms apply to the hosted service (the generator at openqr.uk, optional accounts, dynamic codes, the REST and MCP APIs, and Pro subscriptions) and to your use of this website. The generator code itself is free software under the AGPL-3.0 licence, and nothing in these terms restricts the rights that licence gives you over the code.

The free generator

The core generator runs entirely in your browser. Static QR content is never uploaded, accounts are optional, exports carry no watermark, and static codes never expire. It is provided free of charge, and we don't ask for payment details for it.

Accounts and dynamic codes

Optional features — editable dynamic codes, scan analytics, the dashboard, the REST API and the MCP server — need a free account. You sign in with a one-tap link or Google sent to an email address you control, and you keep that address working while you have an account. You are responsible for the codes you create and for the destinations they point to.

The free plan includes 1 dynamic code, kept for as long as you have the account — they are not reset monthly. Scans are unlimited on every plan and are never metered. The free plan's scan analytics are limited to the most recent 7 days by country.

Pro subscriptions and billing

Pro adds 25 active dynamic codes and detailed scan analytics (towns and regions, device and referrer breakdowns, CSV export, a 90-day history window), a branded short-link subdomain, and PIN or password-protected codes. Pro costs £9/month or £90/year, billed in advance through Stripe. The Business plan (£19/month or £190/year) raises the active-code cap to 100 and the history window to a full year. Enterprise pricing is quoted per organisation. We never see or store your card details.

You can cancel at any time from the dashboard; cancellation stops future charges. Nothing is deleted when a subscription ends: your codes, designs and scan history stay in place, analytics narrow back to the free window, and dynamic codes above the free plan's 1-code limit are paused, not killed (your most-scanned codes stay live, and re-subscribing restores the rest automatically). If a payment fails, we retry it and your subscription keeps its benefits during the retry window rather than cutting off printed codes.

Upgrades, downgrades and refunds

Upgrades (Free to Pro, Pro to Business) take effect immediately and charge the prorated difference straight away; if your card declines that charge, your plan stays exactly as it was. Downgrades — Business to Pro, or any paid plan to Free — and cancellations take effect at your next renewal date: you keep everything you have paid for until then, and we do not refund the remaining period. When a downgrade takes effect, dynamic codes above the new plan's limit are paused, not killed — your most-scanned codes stay live, nothing is deleted, and upgrading again reactivates the paused codes automatically. Deleting your account cancels any subscription immediately (no further charges) and your codes stop redirecting. Refunds are only issued at our discretion, and nothing here affects your statutory consumer rights.

We may change Pro pricing with at least 30 days' notice by email or a notice in the dashboard; the change applies from your next renewal, and cancelling before then avoids it.

Acceptable use

A QR code is a promise: scan this, and you land where it says you will. The short links and codes we publish all resolve on domains we operate (including oqr.to), so what you point them at affects every other user and the standing of the domain itself. These rules exist to keep that promise trustworthy.

Prohibited content

You agree not to create, store or point any code or short link at “Prohibited Content”, meaning any of the following:

  • phishing, credential harvesting, or any page that collects logins, payment details or personal information under a false identity or pretence;
  • malware, unwanted software, or any content designed to harm or take unauthorised control of a device;
  • fraud, scams, fake giveaways, pyramid or investment schemes, or any content that is deceptive or misleading;
  • impersonation of any person, business, government body or organisation, including through slugs, subdomains, brands, logos or designs you have no right to use, or anything implying endorsement, partnership or sponsorship that does not exist;
  • sexually explicit material;
  • gambling, unless you are a licensed operator and the destination is lawful where it is accessed;
  • illegal drugs, weapons, or their sale;
  • content that promotes hatred, harassment, discrimination or violence against any person or group;
  • content that is unlawful in the UK or the scanner's jurisdiction, or that infringes intellectual property, privacy, publicity or other rights;
  • another person's personal information published without their consent; and
  • cloaking, redirect chains, or interstitials that hide the true destination from the scanner.

Prohibited conduct

  • circumventing rate limits, account limits, or our security and abuse controls, including by creating multiple accounts;
  • reselling the hosted API or service as your own;
  • probing, scanning or attacking our infrastructure; and
  • misrepresenting your identity to us or hiding that a code is yours.

Everything else is permitted: menus, menus with prices, business cards, posters, Wi-Fi details, payment pages for your own goods and services, campaign tracking, documentation, and the million legitimate things a link in the physical world can do. If you are unsure whether your use is allowed, ask us before you print.

Screening and enforcement

We screen destinations automatically and continuously: structural checks (public web addresses only; private and internal networks are rejected), third-party reputation services such as Google Safe Browsing, blocklists of slugs, hosts and signup networks, and rate limits. We may report serious abuse to the relevant hosts, registrars and authorities.

We may remove or disable any code or short link that we reasonably suspect breaches these terms, and may suspend an account, with notice where that is lawful and proportionate. Where a destination is live phishing or malware, we act first and tell you as soon as possible afterwards: scanners' safety and the standing of our shared domain cannot wait for a reply. Enforcement normally escalates: we disable the code, then suspend the account, then block the network. When a code or account is actioned for abuse, we tell you what was taken down and why, at the contact address on the account; if you believe we got it wrong, reply to that notice or email accounts@openqr.uk and a person will look again. Account deletion is always available to you from the dashboard.

Your content

Your destinations, labels, designs and tags are yours. You grant us only the limited right to store and process them to operate the service (for example, to redirect a dynamic code to its destination). Scan data belongs to you as an aggregate picture of your codes' usage; it is collected under the k-anonymity rules described in our privacy policy and is never sold.

Availability and support

We work hard to keep dynamic codes resolving (they are monitored continuously), but the service is provided “as is” without a contractual uptime guarantee. Static codes, which never touch our servers, keep working regardless of what happens to the hosted service.

Limitation of liability

To the extent permitted by law, OpenQR is not liable for indirect or consequential loss, and our total liability to you for any claim is limited to the greater of £100 or the amount you paid us in the 12 months before it arose. Nothing in these terms limits liability for anything that cannot lawfully be limited (such as for death or personal injury caused by negligence, or for fraud). Your statutory rights as a consumer are unaffected.

Ending the agreement

You can stop using OpenQR and delete your account at any time from the dashboard; deletion is permanent and removes your codes, keys, folders and analytics. We may suspend accounts or individual codes that breach these terms, with notice where that is lawful and proportionate.

Changes to these terms

We may update these terms as the service evolves. Material changes will be announced by email or a notice in the dashboard at least 14 days before they take effect; continuing to use the service after that means you accept them. The current version always lives on this page.

Governing law

These terms are governed by the laws of England and Wales. If you have a problem, contact us first — we'd rather fix it.
